An Alliance Airlines Fokker 70 on behalf of Airnorth, registration VH-QQX performing flight TL-131 from Melbourne,VI to Toowoomba,QL (Australia) with 36 people on board, was descending towards Toowoomba when the crew stopped the descent at 6000 feet MSL advising ATC they were running a checklist. After about 8 minutes in the hold the crew requested to climb back into controlled airspace at 10,000 feet, another 9 minutes later the crew indicated they had no flaps and needed to divert to Brisbane,QL (Australia). The crew declared PAN PAN, requested vectors to Brisbane and advised they were landing at high speed. The aircraft intercepted the ILS for runway 01R and landed safely at a higher than normal speed about 60 minutes after aborting the descent into Toowoomba.

The aircraft is still on the ground in Brisbane about 7.5 hours after landing.
