An ANA All Nippon Airways Boeing 767-300, registration JA626A performing flight
NH-968 from Shanghai Pudong (China) to Tokyo Haneda (Japan) with 197 people on board, was on final approach to Haneda's runway 34R descending through about 1000 feet MSL when the crew initiated a go around due to a TCAS resolution advisory. The aircraft climbed to 4000 feet, positioned for anothere approach to runway 34R and needed to go around again from low height (about 300 feet AGL) about 8 minutes after the first go around, positioned for another approach to runway 34R and landed safely about 18 minutes after the first go around.
Japan's Ministry of Transport reported a national inspection aircraft, a Cessna Citation jet registration JA010G called "Doctor White", was about to check radio, ILS, light and other facilities of the airport. The aircraft had just taken off from Haneda's runway 05 and was on a downwind when the TCAS resolution advisory occurred with the Boeing 767, the TCAS of the Citation was not functioning however, the details are being investigated.
According to ADSB Data transmitted by both aircraft the minimum separation reduced to 100 feet vertical and 0.66nm horizontal, then the 767 began to climb and passed the crossing point about 500 feet above the Citation.
