AC-167 from Toronto,ON to Edmonton,AB (Canada), was climbing through FL230 out of Toronto when the crew descended the aircraft to 10,000 feet due to problems with the cabin pressure. The aircraft returned to Toronto for a safe landing on runway 15L about one hour after departure.
