A China Express Canadair CRJ-900, registration B-3250 performing flight G5-4394 from Korla to Aksu (China) with 64 passengers and 9 crew, had been holding at 6000 meters (FL197) for about 10 minutes prior to commencing the approach to Aksu's runway 27. The aircraft touched down at 18:14L (10:14Z) but overran the runway and came to a stop on soft ground about 76 meters past the runway end (and about 16 meters past the paved surface of the runway end safety area) and about 31 meters to the left of the runway center line. The aircraft was evacuated. Four passengers received injuries as result of the evacuation.

China's Civil Aviation Authority (CAAC) opened an investigation.

On Sep 3rd 2021 the CAAC reported the aircraft carrying 64 passengers and 9 crew performed an ILS/DME approach to runway 27 but overran the end of the runway coming to a stop with the nose gear 82 meters past the runway end. The aircraft was evacuated, 4 passengers received minor injuries as result of the evacuation. The aircraft was towed off the runway about 2:40 hours after landing, the airport reopened 3:15 hours after landing. Aircraft and runway remained undamaged. The captain of the flight had 4,402 hours total, 1,039 hours on type, the first officer 4,542 hours total and 1,968 hours on type, a third pilot (2076 hours total, 2076 hours on type) occupied the observer seat. At the time of touchdown the weather conditions were 5 minutes prio to touchdown: "ZWAK 291009Z 32004MPS 280V060 9999 TSRA SCT030CB 19/12 Q1012 BECMG TL1030 -SHRA=". Preliminary investigation results suggest: "During the landing of the aircraft on runway 27 of Aksu Airport, the wind direction changed from headwind to tailwind, and the speed over ground was higher than the standard speed; the touchdown point was nearly one-third of the runway length from the runway threshold; there was water on the runway; the crew used brakes late. As a result, the aircraft stopped short of distance, and eventually drifted away at a low speed near the end of the runway on the left side."

No Metars are available, the local weather station reported at 18:00L: 26 degrees C, dew point 13 degrees C, winds at 4 knots from the North, 894 hPa, no precipitation.

Aksu Airport features a runway 09/27 of 2400 meters length at elevation of 3800 feet/1160 meters.

CAAC released their final report in Chinese only (Editorial note: to serve the purpose of global prevention of the repeat of causes leading to an occurrence an additional timely release of all occurrence reports in the only world spanning aviation language English would be necessary, a Chinese only release does not achieve this purpose as set by ICAO annex 13 and just forces many aviators to waste much more time and effort each in trying to understand the circumstances leading to the occurrence. Aviators operating internationally are required to read/speak English besides their local language, investigators need to be able to read/write/speak English to communicate with their counterparts all around the globe).

The report concludes the probable causes were:

After investigation, it was found that the aircraft touched down late, hydroplaned during the roll out process, applied the brakes too late, and finally the aircraft did not have enough stopping distance and veered off the left side of the runway at low speed due to various factors while landing at Aksu Airport's runway 27.

The runway approach preparation was incomplete, factors affecting landing performance such as precipitation, tailwinds, and runway surface conditions were not fully assessed.

Situational awareness was lost after landing, and the risk of overshooting the runway was not identified in a timely manner.

Ground support lacked risk awareness and was not timely provided like measurement of water accumulation on the runway.
