AI-173 from Delhi (India) to San Francisco,CA (USA) with 230 people on board, was enroute at 9500 meters (FL311) over China when the crew decided to turn around and return to Delhi due to non-working TCAS, which is mandatory for the Oceanic Crossing. The aircraft landed safely back in Delhi about 8:25 hours after departure.
The airline reported a technical malfunction indicating the TCAS was not working properly, so that the airline asked the pilots to return to Delhi.
