A Morning Star Express Avions de Transport Regional ATR-72-200, registration C-FTMN performing flight
MAL-7088 from Calgary,AB to Winnipeg,MB (Canada) with 2 crew, was descending through FL230 towards Winnipeg when the crew received a fault indication for "EMERGENCY BATTERY CHARGE". The crew worked the related checklist, switched to the #2 DC Bus, declared PAN PAN and decided to return to Calgary due to moderate icing at Winnipeg. The aircraft landed safely back in Calgary.
The Canadian TSB reported maintenance inspected the electrical system and replaced the emergency battery fault selector switch.
