A PAL Airlines de Havilland Dash 8-300, registration C-FPAE performing flight
PB-3061 from Sudbury,ON to Moncton,NB (Canada), was enroute at FL230 about 70nm westnorthwest of Montreal,QC (Canada) when the crew observed a fluctuation of #2 engine (PW123), the master caution activated for a fraction of a second. As a precautionary measure the crew declared PAN PAN and decided to divert to Montreal for a safe landing about 20 minutes later.
