A Porter Airlines de Havilland Dash 8-400, registration C-FLQY performing flight PD-2234 from Halifax,NS to Ottawa,ON (Canada) with 80 people on board, was climbing out of Halifax when the crew noticed the gear was not retracting. The crew declared PAN PAN and entered a hold while troubleshooting the gear issue. The crew worked the checklist "All landing gear failed to retract" and consulted with company maintenance. It was determined the "LANDING GEAR ALTERNATE RELEASE DOOR" was not fully closed. After resetting the door the landing gear could be retracted, the PAN was cancelled and the aircraft continued to destination.

The Canadian TSB reported the landing gear alternate release door has been opened during preflight checks to open the main landing gear doors for access to the parking brake hand pump in the right main landing gear wheel well.
