A Porter Airlines Dash 8-400, registration C-GLQV performing flight PD-2304 from Fredericton,NB to Toronto City,ON (Canada) with 48 people on board, was enroute at FL240 about 120nm east of Ottawa,ON (Canada) when the Flight Managament System (FMS) #1 failed. As the aircraft had been dispatched under minimum equipment list requirements with the FMS #2 deactivated, the autopilot reverted to basic mode. The crew declared PAN PAN advising Boston ATC of a dual FMS failure and decided to divert to Ottawa due to the convective weather conditions at Toronto. The aircraft landed safely.

The aircraft remained on the ground in Ottawa for about 24 hours, then positioned to Toronto City and resumed service.
