A Qatar Airways Boeing 787-8, registration A7-BCN performing flight
QR-1383 from Doha (Qatar) to Entebbe (Uganda), was enroute at FL380 in Somaliland's/Somalia's Airspace about 180nm northeast of Hargeisa (Somaliland) in contact with Mogadishu Center, when the aircraft received instruction to climb to FL400.
An Ethiopian Airlines Airbus A350-900, registration ET-ATY performing flight ET-602 from Addis Ababa (Ethiopia) to Dubai (United Arab Emirates), was enroute at FL390 in Somaliland's/Somalia's Airspace about 180nm northeast of Hargeisa in contact with Somaliland Hargeisa Center.
Climbing through FL385 the Boeing received a TCAS resolution advisory to descend and descended back to FL380 resolving the conflict.
Somaliland's Civil Aviation Authority released a statement on Feb 24th 2024:
Today at around 12:32 pm in East Africa, the Qatar Airways flight (Qatar 6U) that came from the Valley to Entebbe and was flying at a constant altitude (38000ft) was wrongly told by the controllers in Mogadishu to climb to 40,000 feet.
They were flying at the same time and were facing an Ethiopian Airlines flight number (Ethiopia 602) which was flying from Addis to Dubai.
But fortunately, the TCAS (Traffic Avoidance Collision System) device attached to the plane gave an urgent warning and told the presence of the other plane. ,00ft.
The planes were at a dangerous distance from each other, but the equipment attached to the two planes was saved.
Somaliland and Somalia struggle over who is in control of the airspace. In 2019 ICAO had assigned the control of entire Airspace of Somalia to Somalia's government in Mogadishu stating:

Somaliland, officially the Republic of Somaliland, is an internationally unrecognized state internationally deemed to be part of Somalia.
This conflict between Somaliland and Somalia endangers international air traffic over Somalia, in particular over Somaliland and the Gulf of Aden.
