As every year the FAA insisted that Santa had to perform a test flight to demonstrate that his reindeer Dasher, Dancer, Prancer, Vixen, Comet, Cupid, Dunder, Blixem as well as red nosed Rudolph, Santa himself and their sleigh were safe to be operated for delivering Christmas presents. The FAA inspector arrived with delay and decided to take breathalyzer tests on all reindeer and Santa himself before taking the test flight. Rudolph and Santa failed the test by minimal margins.

Santa explained that the only explanation for Rudolph's test result would be the fuel he needs for his illuminated red nose guiding their way, though that fuel would not get in contact with any other part of his body and thus would not have any influence on his performance. Santa showed an according medical certificate to the inspector.

Santa admitted, that his own test result might have been influenced by a snifter he just had while waiting for the inspector. "We can't fly", the inspector decided and postponed the test flight to the next day. Santa protested however to no avail: "But I need to deliver a new airplane to Belfast urgently!"

The following day the inspector did another series of breathalyzer tests, this time Santa and all reindeer except Rudolph were clean, and the test flight went ahead, subsequently the FAA inspector granted the needed overflight permission. Before the inspector left, he gave some advice card to Santa:
