An UVT Aero Canadair CRJ-200, registration VQ-BOQ performing flight
RT-567 (dep Nov 30th) from Kazan to Chelyabinsk (Russia) with 33 passengers and 3 crew, landed on Chelyabinsk's runway 09 at 02:32L (21:32Z) but veered right off the runway and came to a stop about 10 meters off the runway. There were no injuries, the aircraft did not receive any damage and was towed to the apron a short time later.
Chelyabinsk's Transport Prosecution Office is looking into the occurrence.
The airport remained closed until about 08:00L as result of the occurrence as well as a bomb hoax claiming a bomb had been planted on the runway.
On Dec 14th 2021 Rosaviatsia reported that two hours before the aircraft landed the airport measured the runway friction coefficients which resulted in measurement of 0.3 along the runway. It was thus decided to clear the runway with reagents, the treatment however was aborted 22 minutes prior to the arrival of the CRJ2 leaving 800 meters at the end of runway 09 untreated. No new measurement of the runway friction coefficients were done due to the failure of the measurement equipment, the supervisor reported runway friction coefficients of 0.35/0.35/0.35, which was the limit for the crew to decide about landing. Therefore, an unprepared runway with unknown conditions in snowfall, rain, subcooled rain and temperatures increasing to above 0 degrees C created a flight safety hazard. The crew was provided with unreliable information about the runway condition.
Following touchdown on runway 09, when the thrust reversers were deployed, the aircraft began to move uncontrollably, veered right and came to a stop about 2500 meters down the runway about 25 meters off the right runway shoulder. A subsequent measurement of the runway friction coefficients showed 0.27/0.27/0.27. Rosaviatsia wrote: "Thus, not only shortcomings in the work of the airfield operation and maintenance departments, but also the irresponsibility and lack of initiative of both the specialists responsible for the flight safety management system of the airfield operator and the flight safety inspection specialists contributed to the serious aviation incident."
Rosaviatsia listed a number of similiar events in which aircraft skidded at Chelyabinsk in the previous years (2018-2020) when the runway friction coefficients weren't sufficient and stated further: "When investigating serious aviation incidents involving aircraft rolling out of the runway, such hazards as unsatisfactory cleaning of the runway of ice, slush and snow, leaving snow berms on the runway, providing aircraft crews with unreliable data on the runway traction coefficient are annually noted."
