A Westjet Encore de Havilland Dash 8-400, registration C-GWUE performing flight
WS-3312 from Kelowna,BC to Edmonton,AB (Canada) with 66 passengers and 4 crew, was climbing through 10,000 feet out of Kelowna when the crew received a cabin pressure caution light. The crew worked the related checklist but were unable to regain control of the cabin pressure and decided to return to Kelowna.
The Canadian TSB reported maintenance found ice in the aircraft's cargo door pressurziation seal and an unserviceable cabin pressure controller. Further investigation also found the blow out panel between passenger cabin and cargo compartment had blown out. Maintenance replaced the cabin pressure controller, the aft cargo blow out panel and removed the ice from the seal.
