A Cargojet Airways Boeing 767-300, registration C-GAAJ performing flight W8-926 from Bogota (Colombia) to Miami,FL (USA) with 2 crew, performed a packs-off departure from Bogota's runway 14L when the cabin altitude climbed to 12,000 feet prompting the crew to stop the climb at about 15,000 feet and work the related checklist without success. The crew therefore requested to descend to 10,000 feet on radar vectors. While descending the crew received a TCAS Traffic Advisory and ATC provided a revised heading. While flying the revised heading the crew received a TERRAIN caution alert and took evasive action. The crew declared PAN PAN and decided to return to Bogota. On final approach to Bogota's runwa 14L the cabin altitude became controllable again, the crew however continued for a safe but overweight landing on runway 14L about 25 minutes after departure.
The Canadian TSB reported the aircraft landed overweight at 333,000 lbs and taxied to the gate for maintenance assessment.
The aircraft remained on the ground for about 4:20 hours then departed again and reached Miami with a delay of about 4 hours.
