An Air Inuit de Havilland Dash 8-300, registration C-FOAI performing flight 3H-851 from Kuujjuaq,QC to Montreal,QC (Canada) with 3 crew, was in the initial climb out of Kuujjuaq's runway 25 when the crew observed oscillations in the left hand engine (PW123B) torque indications, the propeller control also oscillated. The engine did not respond to normal control inputs, the crew therefore decided to shut the engine down and stopped the climb at 2000 feet. The aircraft returned to Kuujjuaq for a safe landing on runway 25 about 30 minutes after departure.
