QK-8944 from Toronto,ON to Moncton,NB (Canada), was enroute at FL290 about 90nm southwest of Montreal,QC (Canada) when the inner ply of the captain's windshield cracked. The crew declared PAN PAN, descended to 10,000 feet and diverted to Montreal for a safe landing about 30 minutes later.
