A PAL Provincial Airlines de Havilland Dash 8-400, registration C-GPAO performing flight
PB-412 from Goose Bay,NL to Voisey Bay,NL (Canada) with 60 passengers and 4 crew, was departing Goose Bay's runway, when upon rotation the crew reported a vibration. Shortly afterwards a passenger informed cabin crew, that the inboard left main tyre had failed on takeoff. A flight crew member left the cockpit and verified the passenger observation. The crew subsequently declared emergency and returned to Goose Bay, entered a hold to burn off fuel and landed safely back.
