WN-3089 from Rochester,NY to Baltimore,MD (USA) with 124 people on board, was climbing out of Rochester's runway 22 when the crew requested to level off at 4000 feet to work with an issue, subsequently advising they wanted to return to Rochester due to a right hand engine (CFM56) oil filter bypass indication. The crew requested vectors around the aerodrome while working their numbers, then positioned for a safe landing on runway 22 about 20 minutes after departure.
