An Air Inuit de Havilland Dash 8-300, registration C-FOAI performing flight 3H-822 from Kangirsuk,QC to Quactaq,QC (Canada) with 24 passengers and 3 crew, was enroute near Kuujuaq,QC (Canada) when the crew observed oscillations of the left hand engines (PW123B) torque indications and variations in the propeller control. The engine did not respond to normal control inputs prompting the crew to shut the engine down. The aircraft diverted to Kuujuaq for a safe landing about one hour later.
