B6-420 from Atlanta,GA to New York JFK,NY (USA) with 152 people on board, was on approach to JFK's runway 31R when the crew initiated a go around reporting a flight controls problem requiring them to work checklists. After working the checklists the crew declared emergency, requested the longer runway 31L and explained they had a flaps lock. The aircraft landed safely on runway 31L about 35 minutes after the go around.
The aircraft is still on the ground in New York about 32 hours after landing.
