A Westjet Encore de Havilland Dash 8-400, registration C-FWEP performing flight WS-3139 from Calgary,AB to Fort McMurray,AB (Canada) with 25 passengers and 4 crew, was in the initial climb out of Calgary's runway 17L when the crew received a master caution for the left hand propeller electronic control (PEC) followed by an overspeed indication for the left hand propeller. The crew declared emergency, worked the related checklists and shut the left hand engine (PW150A) down. The aircraft returned to Calgary for a safe landing on runway 17L about 45 minutes after departure.

The Canadian TSB reported maintenance replaced the #1 PCU (propeller control unit) and performed a test flight, which was satisfactory. A service difficulty report was filed.
