AC-431 from Montreal,QC to Toronto,ON (Canada) with 74 passengers, was enroute when the crew received a "Brakes On" message. The crew consulted with maintenance, declared PAN PAN and continued the flight to Toronto. On final approach, when selecting the flaps to 5, the "Brakes On" indication ceased and the aircraft continued for a safe landing.
