An Air Canada Rouge Airbus A319-100, registration C-GBHO performing flight RV-1923 from Toronto,ON to Regina,SK (Canada) with 141 people on board, was enroute at FL360 about 110nm eastsoutheast of Winnipeg,MB (Canada) when the right hand engine became instable with reduced N1 and vibrations. The crew declared PAN PAN, requested and was cleared to descend to FL300, reset the power settings which returned the engine parameters to normal. After consulting with dispatch and maintenance the crew cancelled the PAN PAN and continued to destination for a safe landing.

The Canadian TSB reported the engine #2 control unit (ECU) was replaced.
