An Air Canada Rouge Airbus A320-200, registration C-GFCI performing flight RV-1795 from Punta Cana (Dominican Republic) to Toronto,ON (Canada) with 171 people on board, was climbing through about 10,000 feet out of Punta Cana's runway 08 when the flight noticed the cabin did not pressurize, an ECAM indication "CAB PR EXCESS CAB ALT" followed shortly afterwards. The crew stopped the climb at 12,000 feet and descended to 5000 feet. Working the related checklists did not have any effect, hence the crew decided to return to Punta Cana where the aircraft landed overweight but safely on runway 08 about 40 minutes after departure.

The Canadian TSB reported that the crew declared Mayday as a precaution to have emergency services on standby for landing. Maintenance found the outflow valve defective and replaced the valve.
